The Federal Executive Council has approved a new national framework aimed at harmonising humanitarian assistance, social protection and poverty reduction programmes across Nigeria. The initiative, known as the One Humanitarian One Poverty Response System, OHOPRS, was announced by the Federal Ministry of Humanitarian Affairs and Poverty Reduction in a statement issued.

The memorandum was presented to the Council by the Minister of Humanitarian Affairs and Poverty Reduction, Bernard Doro. According to the Ministry, the framework forms part of President Bola Tinubu’s Renewed Hope Agenda and is designed to provide a coordinated approach to lifting millions of Nigerians out of poverty.

The system is expected to address the duplication of efforts and gaps in support arising from fragmented interventions by government agencies, development partners and humanitarian organisations. Under the initiative, households affected by crises will receive emergency assistance, including food, shelter and healthcare, while also being linked to social protection programmes, education, skills acquisition and livelihood opportunities.

The Ministry explained that OHOPRS is an institutional reform designed to ensure that vulnerable Nigerians receive coordinated support, from emergency relief to long-term recovery and economic independence.
