UK Accuses Putin of Terrorising Civilians After Russian Strike Kills 22

Britain’s Foreign Secretary, Ed Miliband, has accused Russian President Vladimir Putin of attempting to win the war in Ukraine by terrorising civilians, following a deadly Russian missile strike on a residential apartment building that killed 22 people, including five children. Miliband made the remarks on Thursday during a visit to the site of the attack in northern Ukraine, where he stood alongside Ukrainian President Volodymyr Zelensky amid the ruins of the five-storey residential building. The visit came a day after the missile strike hit the apartment block while residents were asleep, leaving 22 people dead and rescuers searching through piles of rubble. Condemning the attack, Miliband described the destruction as evidence of Russia’s strategy of targeting civilians to advance its military objectives. The British foreign secretary added that Putin’s approach had shifted from pursuing victory on the battlefield to inflicting terror on ordinary Ukrainians. During the visit, Miliband announced additional sanctions against Russia, targeting sectors and financial networks that Britain believes are helping Moscow sustain its invasion of Ukraine. He said the new measures would focus on Russia’s shadow fleet of oil tankers, oil companies, cryptocurrency operations and other financial channels used to fund the war.
